Personnel Administration Department Study.

This document reports on a study in the San Diego City Schools designed to (1) assess the level of satisfaction that school site staffs derived from the services of the Personnel Administration Department (PAD) and (2) make recommendations for improving PAD services to sites. The report, organized in five chapters, focuses on three major components of the study. After the introduction, chapter 2 describes, analyzes, and interprets data from the survey component: a questionnaire designed to be filled out by one administrator, one teacher, and one classified staff member at each school. Chapter 3 describes, analyzes, and interprets data from the site interview component, in which the study team asked site teachers, principals, vice principals, and secretaries to (1) describe PAD functions, (2) rate the PAD services, (3) make recommendations for improvement, and (4) provide an overall rating for PAD. Chapter 4 identifies common themes that emerged from the 16 in-depth interviews that made up the third study component. Chapter 5 provides a summary analysis and interpretation of all components, identifies common themes, and makes recommendations. Three appendices contain data from the survey and site interview components and sample copies of the site questionnaire, the administrative and information circulars, and the site and in-depth interview protocols.
