Cost and Usage Study of the Educational Resources Information Center (ERIC) System. Final Report.

A detailed descriptive analysis of both the direct and indirect costs incurred by the Federal government in operating the ERIC system, and the user population and user demand for ERIC products and services, this study is based on data gathered from a number of complementary sources. These sources included a survey of ERIC's U.S. intermediate "access points" (academic and public libraries, information centers, clearinghouses); cost data drawn from site visits and archival budgetary materials; surveys of ERIC requestors intended to provide user profiles as well as measures of user satisfaction; and a survey of educational practitioners, administrators, and researchers designed to measure awareness and use of ERIC. A generalized conceptual framework within which to view the operation of a system such as ERIC is developed, ERIC access points are described by type and function, and ERIC usage is examined with respect to demand levels and products and services utilized. The costs of the ERIC system are categorized by ERIC system participant, system products and services, and system functions. Recommendations for further analysis are made. The seven appendices, all concerned with study methodology, include copies of the survey instruments, and 55 tables and 8 figures summarize the data. (JL)
