The Effects of Proposition 13 on Employment, Salaries, and Fringe Benefits of Teaching Personnel in Riverside County.

The appearance of Proposition 13, the Jarvis/Gann property tax limitation initiative, on the ballot in California in 1978 provoked legislators and educators alike to predict disastrous effects on education should the measure pass. Pass it did, and after the state went through a period of redistributing funds and the school districts reorganized their financing arrangements, things settled down. When a year had passed, the Riverside County superintendent of schools sent a questionnaire to the 28 districts in the county to determine the actual effects of Proposition 13 in the 1978-79 school year on the number of teachers employed and on the adjustments made to the salaries and fringe benefits of teachers. The questionnaire also asked what predictions could be made for 1979-80. The survey showed that Proposition 13 had had relatively negligible effects on class size, number of full-time teachers, number of teaching hours, salary increases, longevity pay, number of teaching days, or allotment of fringe benefits. Proposition 13 did cause the county's districts to lose 80 million dollars, which were essentially made up from state "bail-out" funds. Proposition 13 was predicted to have little effect on teacher employment during 1979-80, except for summer school. (Author/PGD)
