Contractual Agreements in Newsroom Democracy.

This paper examines the Newspaper Guild's efforts to secure three types of contractual rights for newsroom employees: employee voice in news content and quality; protection of employee integrity; and employee privileges when protecting news sources. Specific incidents of the guild's contractual negotiations are discussed as they relate to a comparison between the guild's model contract and 189 contracts that the guild has negotiated since 1970, indicating that the largest gains have occurred in provisions for joint committees (employee voice) and for protection of employee's byline (integrity), with limited gains in provisions for news-source protection (employee privilege). The paper concludes that the significance of these gains is blunted by the fact that no arbitration cases or litigation have occurred to make the National Labor Relations Board establish policy on the three issues. A list of 18 items from the guild's model contract is appended, and a table shows the percentages of the 189 negotiated contracts that contain provisions for employee voice, integrity, or privilege.
