This policy brief examines one type of "leak" in the Wisconsin educator pipeline, a leak in the number of recent graduates from one of the state's 40+ educator preparation programs (EPPs) electing to work in Illinois or Minnesota public schools. In the era of No Child Left Behind, principals are increasingly held accountable for student performance. But are teacher labor agreements giving them enough flexibility to manage effectively? This study answers this question and others. It examines how much flexibility school leaders enjoy on key dimensions of management in America's fifty…

Wilkins, M. Gilbert; Korschgen, Ann – Phi Delta Kappan, 1985
A survey of Wisconsin school districts showed that teacher resignation rates were quite low. Smaller districts faced the highest number of resignations. Resigning teachers tended to be rated by their supervisors as above average. The study results suggest that fears of "teacher flight" may be exaggerated. (PGD)

(PGD)

Zuelke, Dennis C. – Journal of Education Finance, 1985
A 1972-73 study found a negative correlation between collective bargaining and teacher salary levels in Wisconsin. Replication of the study in 1979-80 indicated that collective negotiations had no significant effect on salaries or on fringe benefits and that socioeconomic factors were of highest significance. (PGD)
