Reviews research on importance of the family environment in child development. Develops the following policy-oriented conclusions: (1) a fiscal policy that emphasizes early childhood in the family context would result in cost savings; (2) collaboration between the family and education specialists is necessary; and (3) provisions to bring parents and educators together should be conducted near the home.
