Describes a competency-based master's degree counselor education program using Stufflebeam's CIPP model. This represents four kinds of evaluation: context, input, process, and product. This results in a vital system in which evaluation and feedback are ongoing, enabling evaluators and decision makers to maintain a program responsive to those it serves. (Author)
