This document contains released items used in the ICCS 2009 main survey. Seven clusters of items were used in the study in a rotated booklet design with three clusters per test booklet. Clusters 1 and 7 comprise the released item set. Cluster 1 comprises items that were newly developed for ICCS 2009 and Cluster 7 is drawn from previously secure trend items from the Civic Education Study (CIVED) in 1999. The CIVED 1999 items contributed to the ICCS 2009 civic knowledge scale and were also used as the basis for reporting differences in performance between CIVED 1999 and ICCS 2009 for relevant countries on the civic content knowledge scale. The items are presented in the same order as they appeared in the clusters. Each item is presented on a separate page with summary information for that item.
