The Establishment of a Responsible Living Environment to Promote Student Development.

This paper describes the Responsible Living Environment (RLE) which has been used to promote a community atmosphere within the University of Wisconsin--Whitewater residence halls consistent with the educational mission of the university. It includes the university's housing mission statement, a definition of Responsible Living Environment, and a description of implementation of RLE. Policies and activities determined by the students are discussed, including visitation, escort policy, solicitation, quiet hours, courtesy hours, and room decorating. Forms are included for voting on RLE policies and for tabulating results. Also included are sample unit agreements, a set of alcohol/party policies and contracts, a statement of general standards for student behavior, and a room painting policy statement. A handout is provided on Chickering's seven areas of development, and information on student concerns and how their concerns relate to Chickering's seven vectors is included. Policies which support Chickering's theory are listed and programming ideas within each of Chickering's vectors are given. Perry's theory is graphically depicted and policies which support Perry's positions are listed. Also included is the article "Residence Halls Unit Agreements: A Step beyond Rules and Regulations" by Thomas A. Scheuermann and Deborah Francis Grandner. (NB)
