This three-part paper describes a pilot demonstration project for training psychology graduate students and social-work agency personnel to provide mental health services for minority adolescents and their families. The training model assumes that all participants possess skill and knowledge that can be shared with each other and that a strong link between the university and the community agency can be established, based on a collaborative relationship, a bi-directional flow of information, and an atmosphere in which participants can shift comfortably between the roles of teacher and learner. The paper discusses the variables involved in building such a linkage and the mechanisms used in the "training exchanges" that are the outcome of this model. The first two sections present a conceptual picture of the model and its practical implementation, including descriptions of the Los Angeles community served by the pilot project, the neighborhood youth agency involved, and the role played by the psychology department of U.C.L.A. The third section identifies and discusses three critical issues in university-community liaison efforts: issues of trust and anxiety, of power and control, and of commitment. (Author/CS)
