After surveying the nationwide trend toward reduction and re-evaluation of counselors, this report traces the development of a guidance program accountability evaluation process. The history, a basic definition and rationale of the program, and its goals are described. Various assessment tools, data evaluation and the resulting suggestions and programs form the remainder of the report. Such programs include cooperative planning and scheduling, the full staff life skills curriculum program, role definition, and the grouping of guidance responsibilities into the four areas of curriculum-based, individual development, on-call/responsive services, and systems support. The model described was developed by staff concerned over a formal evaluation of their guidance program by New Mexico State University which indicated many dissatisfactions with their program. Ongoing evaluation by staff indicated that changes made in the guidance program were favorably received by staff, students and parents. (LJS)
