Two programs designed to prevent juveniles in the early stages of delinquency from progressing to serious criminal acts are described. One provides an alternative to incarceration through day or residential education as well as counseling services for juveniles with special needs. The other helps local agencies coordinate services for delinquent youth. (DB)
