The identification and specification of affective objectives in the citizenship/social studies curriculum and the development of models of assessment techniques are discussed. Identification of citizenship objectives is comprised of: selecting target grades; organizing and classifying affective objectives; selecting and assigning priorities to objectives; validating and verifying objectives; and preparing for instrument development. Test development is comprised of: defining evaluation models; constructing test items; field testing items; analyzing field-tested items; and developing a final version of the measurement instrument. Tests are currently in a developmental state for grades 6 and 12. Affective knowledge is identified along two dimensions: process, consisting of receiving, responding, valuing, organizing, and characterizing by a value complex; and affective content, including feelings, beliefs, attitudes, values and value clusters. The citizenship objectives are defined as concern for the well-being of self; appreciation of the family's role in society; concern for others; support of laws and individual rights; appreciation of Canada's political institutions; participation in civic affairs; concern for political affairs at all levels; rational decision making.
