Characteristics of the Multilevel System of Training in Today's Institution of Higher Learning

The higher professional education system becoming established in Russia over the past few years, in accordance with the Russian Federation Law "On Higher and Postcollegiate Professional Education," represents a structure that has two components: (1) An educational program in the system of training of diploma-holding specialists in a broad spectrum of specialties and specializations; and (2) An educational program that consists of four-and six-year basic educational programs for the training of bachelor's and master's degree holders. In this article, the author takes a look at the characteristics of the multilevel education system that is being practiced in Russia. The author explains how this form of educational system opens up new possibilities for raising the level of intelligence of society, for the training of well-prepared professionals, research specialists, and professional instructors for various fields of science and technology. The development of multilevel system of education does not necessarily have to go along with the pattern that is common to all institutions of learning. The author contends that it is essential to have freedom of choice, manifested via development of individual styles of educational activity, for students in institutions of higher learning and for those in master's and graduate programs.
