Among 15 conclusions and recommendations resulting from the study of Florida State funding of private postsecondary institutions are the following: (1) contracting with independent institutions for existing academic programs should continue to serve the state as a cost-effective and efficient mechanism; (2) the policies and procedures for establishing and monitoring academic program contracts are effective and access to programs is being enhanced; (3) requests for state support for specialized research and development projects at independent institutions should undergo peer review at the state level prior to consideration by the legislature; (4) the legislature should authorize the State Board of Education and Board of Regents to copyright, patent, or otherwise restrict anything that is produced by, or developed in connection with, state-supported projects at independent institutions; (5) the Florida Tuition Voucher Program should be adequately funded, as requested in the budget of the Department of Education, to provide all eligible students the full award amount authorized; and (6) the need-based Florida Student Assistance Grant Program should be adequately funded to provide all students the full amount of award authorized.
