State Funding for Independent Postsecondary Education: Report and Recommendations of the Postsecondary Education Planning Commission: 1990--Report 2.

Among 15 conclusions and recommendations resulting from the study of Florida State funding of private postsecondary institutions are the following: (1) contracting with independent institutions for existing academic programs should continue to serve the state as a cost-effective and efficient mechanism; (2) the policies and procedures for establishing and monitoring academic program contracts are effective and access to programs is being enhanced; (3) requests for state support for specialized research and development projects at independent institutions should undergo peer review at the state level prior to consideration by the legislature; (4) the legislature should authorize the State Board of Education and Board of Regents to copyright, patent, or otherwise restrict anything that is produced by, or developed in connection with, state-supported projects at independent institutions; (5) the Florida Tuition Voucher Program should be adequately funded, as requested in the budget of the Department of Education, to provide all eligible students the full award amount authorized; and (6) the need-based Florida Student Assistance Grant Program should be adequately funded to provide all students the full amount of award authorized. Appended is an analysis of the Tuition Voucher program for students enrolled during 1988-89. (DB)
