The Impact Evaluation Model (IEM) is designed to provide a sequence of steps and procedures which methodically leads to the assessment of the individualized educational plan for handicapped students. The document includes a description of the method, illustrations of its use, and selected examples of data gathering devices. Initial sections introduce the model, describe its purpose, provide instructions on using the IEM (along with an example which illustrates implementation), discuss modification of the model for other systems, and offer some notes on impact evaluation. Appendixes, which make up at least half the document, include sample evaluation forms, master forms for duplication, a list of regional task force members, and a bibliography. (SBH)
