Florida is working to improve its university system's reputation at the same time that it faces increased demand for limited spaces, stiff civic competition for public funding, international political issues, continuing regional disagreement, and conflict between legislators and institutions. Since Montana's establishment of a state university system in 1893, residents have been divided over how many institutions are needed and what programs should be offered, but the situation is worsened by the state's current poor economic climate and the too-large system. (MSE)

A Michigan study to project enrollments systemwide, based on calculations of participation rates and credit hour loads of 66 student subgroups defined by age, gender, and degree level, applied 1985 figures to cohort population projections to assess the impact of an aging population on enrollments in 1990, 1995, and 2000. State plans (1984-86) were analyzed to see how the choice of child development as a priority service area was correlated with sociodemographic, health status, service program variables, and developmental disability fund allocation. Results provided no evidence that the allocation of resources to child development reflects states' needs. (DB)

California's problems of educational and occupational underachievement for Hispanics, a large and growing proportion of the state's population, are examined in light of the state's efforts and concerns in providing equal education, lowering the language barrier, and encouraging academic persistence.
