A review of problems with using such manual communication systems as cued speech, fingerspelling, Signed or Manual English, American Sign Language, and Pidgin Sign provides a rationale for using a combination of American Sign Language and Pidgin Sign and a few markers from Signed English for a Total Communication system. Among trends noted are possible increases in incidence due to sexually transmitted diseases; implications of legislation (P.L. 94-142, the Education for All Handicapped Children Act, and the Rehabilitation Act of 1973) and litigation; changing policy on funding and legislation; and growth in sign language use by hearing people.
