Literature on access to education in Africa, Asia, and Latin America is reviewed. Policymakers face the choices and issues raised by limited economic resources. Variables are identified that educational policymakers can manipulate to achieve desired outcomes in access and retention levels. The determinants and contextual conditions that support or impede the achievement of these outcomes are specified. This booklet is divided into three parts: (1) Educational Goals and Access; (2) Factors Influencing Access; and (3) Policies to Improve Access. The third section is directed toward policies that affect the supply of education and the effective demand for education. A brief overview of the discussion and a perspective on further work in the area of access are included. The bibliography contains 91 citations and a supplementary bibliography contains 44 entries.
