The number of higher education collective bargaining cases reported in this chapter is approximately equal to the number in the 1978 "Yearbook," which was triple that of the previous year. The majority once again involves public colleges and universities and is governed by state statutes. However, the influence of private sector decisions remains pervasive. Definitive generalizations are precluded by the multiple sources of variation in the cases. The chapter's sections follow the basic sequence of steps in the negotiations process, from the threshold issues of organization and recognition to the ultimate problems of strikes and contract enforcement.
