Education can be propagandistic in the Ellulian sense, and education was not insignificant among the preconditions determining the emigration of rural people from Ilocos Sur in the 1920s. Formal education lubricates the integration of peasants with international economics and politics when they might otherwise have nothing to do with such affairs. (Author/BRR)
