Reviews the history of court ordered desegregation of schools. Includes three guidelines defining the implications for facility planners: separate but equal is inherently unequal, the scope of remedies will be in proportion to the extent of constitutional violation, and states will be mandated to finance (partially or completely) capital improvements required by desegregation plans.
