The Nita M. Lowey 21st Century Community Learning Centers (21st CCLC) program was reauthorized in 2015 in Title IV, Part B of the Elementary and Secondary Education Act of 1965 (ESEA) by the Every Student Succeeds Act (ESSA). 21st CCLC programs provide academic enrichment, including providing tutorial services to help students meet challenging State academic standards, and a broad array of additional services, programs, and activities during non-school hours or periods when school is not in session, such as before and after school, weekends, or during school breaks. The U.S Department of Education is issuing this guidance to provide State educational agencies (SEAs) and their subgrantees with information to assist them in meeting their obligations under the 21st CCLC program. Other than statutory and regulatory requirements included in the document, the contents of this guidance do not have the force and effect of law and are not meant to bind the public in any way. This document is intended only to provide clarity to the public regarding existing requirements under the law or agency policies.
