This manual provides schools with guidelines for developing leadership training that empowers American Indian students to become contributing citizens of their school and community. In November 1994, the Association of Community Tribal Schools sponsored a seminar that sought input from American Indian students regarding leadership training. This manual presents information generated from the seminar and from other sources on the following topics: (1) creating a holistic approach to personal development; (2) student needs for acquiring knowledge related to occupations and careers, tribal government, and culture and language; (3) the importance of developing technical skills, employment skills, and competencies for successful leadership; (3) imparting values such as respect for others, wisdom, fortitude, and respect for the earth; (4) developing visions and goals; (5) definitions of leadership, suggestions for teaching leadership, and characteristics of effective leaders; (6) how schools and teachers can help students prepare for life; (7) strategies for building community; and (8) ways schools can prepare students to become contributing citizens by encouraging student involvement through student councils. This section also addresses the historical, cultural, and political aspects of American Indian citizenship. Includes resources for teaching leadership skills and a list of seminar participants. (LP)
