This packet of materials provides information about tours for rural secondary students in Washington, D.C., sponsored jointly by the National Rural Electric Cooperative Association (NRECA), state rural electric cooperatives, and statewide associations of rural electric systems. Since 1958 this program has selected high school students to visit Washington and learn about rural electric cooperatives and American history and government. Students attend educational seminars, meet with their representatives in the House and Senate, and visit historical sites. A manual provides information on organizing a tour, selecting youth tour delegates, and holding contests to select participants; and describes the committees of the Youth Consulting Board program (YCB), consisting of state youth representatives who report to NRECA on activities and programs. A newsletter written by YCB members contains reflections on their experiences. Booklets for youth participants cover Washington tourist attractions, the history of rural electrification, energy and electricity, and the history of cooperatives in the United States. (LP)
