Telecommunications: Electronic Tools for Chicago School Reform. Report Summary.

This document summarizes results from a study concerning the ways in which telecommunications might be used to support school reform initiatives in Chicago, Illinois, particularly of Local School Councils (LSCs) and staff development activities across a sample of 283 schools. Results from the study suggest that telecommunications can be used to enhance and extend the quality and quantity of information and training available to parents and community members serving on LSCs and to teachers and administrators working for the Chicago Public Schools. Five questions emerged from an analysis of the study findings and are discussed in the report: (1) What is telecommunications and how is it being used in other school systems? (2) How can telecommunications serve the needs of LSCs and education professionals in Chicago? (3) What can and should be done immediately? (4) What can and should be one over the long term? and (5) How will telecommunications help the Chicago public schools. Fourteen recommendations include 10 suggestions for what should be done immediately, and four for what should be done in the long term. (DB)
