This guide to the creation and publication of a low-cost village-level community newspaper is based on actual experience in Indonesian villages. The guide focuses on participatory creation and management that allows the community to maintain total control over production. One newspaper, the Bulletin Kejar in West Java, is described as an illustration of techniques used successfully over a number of years. The following aspects of the newspaper are examined: (1) the program context and inception; (2) the evolution of the publication itself in three stages; (3) lessons from experience and some issues that have not been addressed; and (4) considerations for establishing a similar publication program in other communities (purpose, program setting, resources, and audience).
