The workbook is intended as a primer for public and private sector state level advocates for children with disabilities and chronic illnesses. It is designed to give practical guidance on how to intervene effectively in the legislative and executive appropriation and budget processes. The first section examines the role of the partners-in-power: the legislative, judicial, and executive branches and the advocate/power broker. Examples of problems, desired approaches, desired outcomes, and the partners-in-power needed to implement the outcomes are offered. Suggestions center on the following steps: getting the partners-in-power together, getting support from a majority of one's partners, networking, and brokering power.
