Faced with tight budgets and important changes in welfare policies, few States and local agencies have been able to focus on teenage mothers and their special needs. Yet their needs are different from those of older mothers, and their potential for long-term welfare dependency is high. This paper briefly describes some of the policies, programs, strategies, and funding sources of interest to welfare and social service policymakers at the State and local level who are concerned about teenage mothers on welfare. Programs discussed pertain to welfare; social services; child support enforcement; earned income tax credit; health; family planning; abortion; adolescent family life demonstration projects; food and nutrition programs; teenage parents and education; preschool education programs; day care; employment and training; housing; runaway youth; and child abuse and neglect prevention and treatment.
