The ACCESS Guide to Federal Work Incentives.

This guide describes how a person with a disability can work and keep federal benefits, such as Social Security. It is useful for transition planners and disabled youth and their families who need to know how to keep benefits during the transition from school to work. The guide explains work incentives and provides an overview of Social Security benefits and steps prior to application for work incentives. Application procedures and recordkeeping are described for three types of work incentives: (1) Social Security Disability Income (SSDI) work incentives--allowable income, trial work period, extended period of eligibility, continuation of Medicare coverage, and Medicare for people with disabilities who work; (2) Supplemental Security Income (SSI) work incentives--earned income exclusion, student earned income exclusion, blind work expenses, Plan to Achieve Self-Support (PASS) Work Incentive, Property Essential to Self-Support, Section 1619(a), and Section 1619(b); and (3) SSI/SSDI work incentives--subsidies, Section 301 continued payment under a vocational rehabilitation plan, and impairment-related work expenses. Other topics include dealing with pitfalls, recordkeeping, reviews, reforms, "welfare," and Veterans' Administration work incentives. Application procedures and recordkeeping are discussed for the following: Internal Revenue Service work incentives: medical care deductions, Credit for the Elderly and Disabled, child and dependent care credit, Americans with Disabilities Act tax credit, and Targeted Jobs Tax Credit.
