This manual is an introduction to organizing schools and the community into an alliance for the prevention of alcohol and other drug abuse. It was written for people who have had little or no experience in organizing. It is hoped that this guide will help readers to analyze their situations so they can plan prevention and early intervention activities; decide which concerns or problems should be addressed first; set goals and select the best methods for making changes; anticipate and overcome stumbling blocks; outline a plan for solving problems; keep people interested and working together; and maintain efforts over time. The first section defines prevention and organizes alcohol and other drug abuse prevention into five major strategies: (1) providing factual and relevant information; (2) educating; (3) developing alternatives; (4) community organizing; and (5) changing social policy. Characteristics of effective prevention programs are described. Other sections concentrate on how to: get started, help the group run smoothly, develop an alliance plan, and formulate an action plan. The final section suggests activities for preventing alcohol and other drug abuse. Activities are included for families; schools, colleges and universities; religious organizations; law enforcement and the justice system; the media; businesses; and the community. Resources for further assistance are given and an action plan form is included. (NB)
