Program monitoring permits assessments to be made on a community-based program--its managerial and operational efficiency, its effectiveness, its acceptability by clients, and suitability to needs. It assists a program in defining objectives and developing and implementing quality care in an effective manner. This guide lists kinds of things community-based programs should be doing to provide this quality care. It is divided into four sections: program objectives, methods, organization and management, and staff qualifications.
