Open Framework Approaches to Developing Programs for Early Childhood Education.

This booklet presents a discussion of the use of an open framework approach to curriculum development for children aged 4 to 8. The material was developed during a seminar (sponsored by the Queensland, Australia, Department of Education) focusing on the curriculum development approach developed by David Weikart in the High/Scope Educational Research Foundation program. Chapter I outlines the philosophy of the open framework approach. This approach emphasizes the initiation of educational experiences by both adults and children. The child's development and individuality are considered in planning for "key experiences" which form the basis of a child's later development and learning. The model for the open framework approach includes the consideration of values and goals, initiative, environment, experiences, and educational outcomes. Chapter II presents a discussion of curriculum development for young children based on this model. Included are a discussion of the High/Scope Cognitively Oriented Curriculum and a modification and expansion of this approach developed for consideration in the preschools and lower primary schools in Queensland. The Queensland Interactional Curriculum is based on the developmental theories of Piaget and Erikson and follows the open framework model. Concrete suggestions for implementing the approach in the schools are presented. (BD)
