This document was prepared by elementary school counselors in reply to a request for professional input in determining necessary competencies for the certification of elementary school counselors in Pennsylvania. In general, it was found the consultants were in agreement in generating a program that was developmental in focus rather than crisis-oriented, or preventative, and it was hoped this guide would stimulate program evaluation and curriculum revision in college and university training programs, resulting in qualitative improvement in preparation programs. The guide is presented and color-coded in three divisions: competencies before entrance into a program, competencies before entrance into field experience, and competencies before entrance into a job as an elementary school counselor. Though prepared for Pennsylvania, the suggestions are applicable elsewhere. (PFS)
