This manual has been prepared primarily for the use and guidance of those who must develop or administer questionnaires as part of Army field tests and evaluations. The general content and concepts, however, should be useful to anyone involved in constructing or administering surveys, interviews, or questionnaires. Guidance on (1) preparing, assembling, and arranging items in questionnaires, (2) the importance of and procedures for pretesting, and (3) respondent characteristics that influence questionnaire results are included. The guide deals briefly with analysis and evaluation of responses, and discusses interview presentation. (Author/MV)
