A competency-based, field-oriented model of instruction is presented for inservice teachers seeking graduate credit for masters degrees and/or certification through a nontraditional format. The program, entitled Project CLASS (Coordinated Learning Activities for School Staff) involves cooperation by the local school staff and the local college for provision of material personnel support in the development of individualized programs for each of the participating teachers. The document describes program characteristics in five chapters: (1) rationale for field-oriented, competency-based inservice teacher education; (2) initial program development in a local situation; (3) use of peer processes in progress assessment and observation; (4) use of modular instruction (criteria for module selection, acquisition, storage, and assignment); and (5) the instructional sequence. Suggestions for further staff development through continued use of peer panels is made. Appendixes contain competency indicator profiles, checklists, peer observation report forms, a listing of suitable modules and their availability, and a participant evaluation form. (MJB)
