This document has four stated purposes: (1) to conform with Alaska state regulations requiring the establishment of guidelines on student rights and responsibilities; (2) to bring forth critical points of law in this area; (3) to provide examples of inappropriate policy; and (4) to provide local school districts with the criteria the state will apply in its review of local guidelines. Areas covered include right to a free education; attendance, suspension and expulsion; freedom of speech, expression, writing, and dress; guarantee of due process; married students, open records and student privacy. In each area relevant laws are briefly reviewed and explained. Examples of unacceptable policies are given, and explanations presented for their unacceptability. An outline for Board/Attorney discussions in case of disciplinary suspension is given. The total work attempts to clarify and make explicit the rights and responsibilities of the student citizen.
