Statewide Master Plan for Community Colleges in Maryland, Fiscal Years 1978-1987.
Maryland State Board for Community Colleges, Annapolis.
This plan, including all goals, projections, and policy directions, is predicated upon continued open access to community college occupational, transfer, and community services programs, in accordance with the educational needs of the citizens of the state. Enrollment projections suggest that growth in full-time enrollments will be moderate while part-time enrollments are anticipated to increase by nearly 50%. Responses to this growth include construction of at least one new campus, implementation of 255 new programs, and increased emphasis on occupational offerings. Major policy directions and actions suggested include an increase of 14% in the level of state funding to community colleges; organization of regional and statewide programs to avoid duplication of high cost-low enrollment programs; priority emphasis on programs in the areas of agribusiness, energy/natural resources conservation, and allied health fields; improvement in articulation between community colleges and secondary schools; and improvement of college standards. Specific goals and objectives, and program, facility, financial, and enrollment data for individual colleges comprise the bulk of this master plan. Appended are annotated statutes relating to the state community colleges, State Board policies and bylaws, selected statistical data for 1977, and space allocation guidelines. (JDS)
