What problems are encountered when studies, degrees, or diplomas must be evaluated to undertake a further state of education in a learning establishment abroad? This problem is discussed as part of a worldwide, country-by-country survey both of systems of higher education and of degrees and diplomas awarded in countries that have such a system. Also provided are the general criteria for recognizing degrees and diplomas and suggestions for the creation of means of comparison and decisionmaking, which could play a significant role in UNESCO's future activities.
