Twenty percent of adult Americans function only with difficulty with necessary every day literacy skills, almost two-thirds of the 800 million illiterate adults in the world are females, and the number of women who cannot read or write has risen steadily in the past 10 years. The inservice program described in this document involved a team of instructors who covered the topics of reading, writing, and oral communication with 12 teachers in 18 sessions--12 directed to dissemination of materials and 6 devoted to developing specific projects. This document includes a description of the program with appendixes containing related material and sections describing the three subject areas of the program: written communication, oral communication, and reading--the most extensive of the three areas.
