Volume 17 of the 10-volume Highway Safety Program Manual (which provides guidance to State and local governments on preferred highway safety practices) focuses on pupil transportation safety. The purpose and objectives of a pupil transportation safety program are outlined. Federal authority in the area of pupil transportation and policies regarding such a program are explained. Program development and operations (State and local administration, identification and equipment, operation, driver training, licensing and the school bus driver, pupil instruction, and vehicle operation and maintenance) are presented. Criteria and procedures for program evaluation and operational reports are explained. Local government participation and funding criteria for 402 pupil transportation safety projects are outlined.
