Research conducted during the last decade supports the notion that educational reform must be comprehensive and systemic. This paper summarizes major issues and trends in the management of elementary-secondary education. The synthesis is designed to promote an understanding of how broad in scope systemic reform must be. Twelve chapters present information on trends in the following areas: the changing social and economic context; educational reform and restructuring; the evolving patterns of governance; leadership--the changing principal's role; the training and selection of school administrators; women and minorities in educational administration; instructional personnel; the school-choice movement; school finance; labor relations; educational facilities; and school law.
