A questionnaire was mailed to 100 high school principals in Michigan in order to determine their strategic planning of administrative policies governing extracurricular speech activities. The survey questions were limited to 10 major items covering six key liability issues: (1) compatibility of school policies with state association rules and regulations, (2) administrative policies, (3) coach supervision of students at variance, (4) vehicle usage and maintenance, (5) annual revision of liability policies, and (6) medical care and planning. Several conclusions were drawn from the results received. First of all, the school board should both adopt state high school activity association rules and regulations and be sure that school policies are compatible with the state association to assure that a clearcut policy amply supervises student behavior. Second, administrative liability planning needs to be comprehensive, consistent, and strategically planned as an annual collaborative effort by both administrator and coach. Third, most supervision by the coach is supervision at variance, and parents must be so notified. Finally, administrators need to discuss annually with the forensics director how administrative policies, supervision, vehicle usage, medical planning, and other issues are interrelated to liability concerns for the purpose of strategic planning of policies.
