The study's purpose was to: (1) determine the reported value priorities of students, educators, and the general public in a public school district; (2) determine differences and similarities that exist among these groups; and (3) ascertain the opinions of the 3 groups regarding selected elements of community education in the district. The sample consisted of 127 senior high school students, 99 educators, and 43 general public members in Montgomery County, Kentucky. Instruments used were: (1) "Value Survey, Form E" which consisted of 18 terminal values (desired end states of existence) and 18 instructional values (preferred modes of behavior); (2) a School Opinion Survey; and (3) Personal Information Survey. Students and educators were administered the survey in individual group meetings; the general public received the survey by mail, with follow-up efforts conducted. The Kruskal-Willis H Test was used for statistical analysis; variance scores for the reported value systems were compared to determine the level of group homogeneity. Some findings were: (1) students indicated highest preference for the terminal values of happiness and freedom and the instructional values of honesty and responsibility; (2) all 3 groups agreed on the low priority given to "A World of Beauty" and "Social Recognition"; and (3) more priority was given to moral values than to competence values by all 3 groups.
