Partnerships for Quality Infant-Toddler Child Care.

"Zero to Three" is a single-focus bulletin of the Zero to Three: National Center for Infants, Toddlers, and Families providing insight from multiple disciplines on the development of infants, toddlers, and their families. Noting that some communities are managing to establish and sustain good-quality infant-toddler care and to make it accessible to families with low incomes, this issue focuses on community partnerships for quality infant-toddler child care, based on a study of such programs by Zero to Three and Mathematica Policy Research. The articles are as follows: (1) "Quality Child Care for Infants and Toddlers from Families with Low Incomes: Lessons Learned from Three Communities" (Diane Paulsell, Renee Nogales, and Julie Cohen); (2) "The Community Consolidated Child Care Pilot Services Program, El Paso County, Colorado" (Paulsell and Nogales); (3) "Kansas and Missouri Early Head Start Programs: Kansas City, Kansas, and Sedalia, Missouri" (Paulsell and Nogales); (4) "Mountain Area Child and Family Centers, Buncombe County, North Carolina" (Paulsell and Nogales); and (5) "Parent Perspectives" (Paulsell and Nogales). Two additional articles not resulting from the study are: "Time To Care: Redesigning Child Care" (Joan Lombardi);"Promoting Mental Health in Child Care Settings: Caring for the Whole Child" (Ray Collins, Janet Mascia, Rosemary Kendall, Oxana Golden, Linda Schock, and Rebecca Parlakian). Regular departments of the bulletin list Zero to Three publications, videotapes and on-line resources, and announcements about Zero to Three staff. (HTH)
