This report is comprised of a section of three talks in the special session on Mathematics and Education Reform at the January, 2000 Joint Mathematics Meeting in Washington, DC. This issue, which includes three articles based on the presentations and two additional articles, continues discussion on issues and successful approaches to improve the participation of underrepresented minorities in mathematics, especially at the graduate level and in college and university mathematics departments.
