In the first article of this report, a discussion is presented of the increasing tensions between fiscal conservatives and education reformers. While educational equity is mandated by the federal government, states frequently have difficulty in complying with satisfactory programs because of growing resistance to taxes to support the schools. Suggestions are made on how research can generate alternatives to avoid an impasse. The current problems facing rural schools and communities are considered in the second article. Lists of educational resource materials and referral services are provided in this issue, as well as announcements of new publications and of recent research on schooling. (JD)
