This report, based on the findings of the report of the President's Commission on Foreign Languages and International Studies, outlines recommendations, remedies, and proposals of measures to counteract foreign language illiteracy. The discussion is divided into seven sections: (1) some of the commission's recommendations that pertain to high schools, all of which were originally suggested or strongly supported by professional associations; (2) a number of evidences of decline in language study; (3) projections of more promising trends in the '80s; (4) commentary on the status of Latin with emphasis on its value for English and elementary school classes concentrating on Latin and Greek roots and affixes; (5) study abroad opportunities; (6) foreign languages and career education; and (7) summaries of "exemplary" programs, which show improved linguistic instruction and increased foreign language enrollments.
