A seminar was held in Dakar (Senegal) to bring together African university presidents, vice-chancellors, rectors, and top-level administrators to discuss the following themes: policies and modalities of admissions, planning and allocation of resources, structures of postsecondary education, and new technologies and interuniversity cooperation. This proceedings document summarizes the presentations made and the discussion that took place in these theme areas. Appendixes provide the Dakar statement on the restructuring of the African universities, which is a summary of the seminar's views and discussions; the texts of five seminar presentations; a report on several workshops; a list of reference documents; and a list of participants.
