Governor's National Forum on Youth Employment. Forum Proceedings (St. Louis, Missouri, May 22-23, 1980).

Three hundred fifty representatives of agencies, business, the government, and labor met to address the issues and problems of youth employment and unemployment. Following opening addresses by Governor Joseph P. Teasdale (Missouri) and representatives of the Departments of Labor and Education, participants attended a keynote panel discussion of perspectives on employment and training issues, successful vocational education training programs, relevant new Department of Labor publications, and the status of new youth legislation in Congress. The keynote speaker, an AFL-CIO official, advocated addressing the problem of youth employment on a widespread, rather than local, scale. Participants attended six special interest sessions which concerned the impact of new youth legislation; the role of Employment Security as related to youth; differences in urban and rural employment obstacles; necessary but complex linkages between the Comprehensive Employment and Training Act and education; how to involve labor and private industry in youth employment and training programs; and the need for reliable program evaluation techniques. Recommendations from each special interest session were reported to the conference as a whole. Complete keynote addresses are presented but panel discussions and special interest sessions are summarized. Names and addresses of participants and speakers are given as well as a complete agenda.
